Machine Readable Passport (MRPs)

In accordance with the International Civil Aviation Organisation (ICAO) guidelines, no hand-written passports would be accepted worldwide after 2014. Hence, the Government of India has decided to introduce Machine Readable Passport (MRPs) w.e.f. August 26, 2007. Under the proposed system, passport applicants in Slovenia should apply online on the web site www.passport.gov.in/nri. After filling in details, a Web File Number on the Passport Application Form shall be generated, and a print-out needs to be taken by the applicant.

The printed application form along with required documents including photograph (3.5 cm X 3.5 cm) and fee may be submitted at the Consular Section from where it will be sent for printing at the Central Processing Centre of the Ministry of External Affairs, New Delhi as the Embassy is yet to have the machine readable passport processing facilities. After printing of the passports, these would be couriered back to the Embassy for signature and delivery to the applicants. This process may take three to four weeks. All applicants are advised to cooperate and submit their applications at least three-four weeks in advance in order to avoid inconvenience.

Steps for applying online Machine Readable Passport:

• Go to website www.passport.gov.in/nri.

• Click the menu 'Online Registration Form' on the left hand side.

• Before filling in the form, please read 'Guidelines for Form'; if necessary, take a print out of the Guidelines.

• In the first column of the form, against 'Indian Mission', select SLOVENIA-LJUBLJANA.

• Take a print-out of passport application form. There are still some columns in the application form which you will have to fill by hand.

• Submit the complete passport application form to the Embassy along with the required fee and documents.

PUBLIC ADVISORY

Indian citizens living in India and abroad are advised to apply for urgent re-issuance of their passports in the following cases:-

(i). HANDWRITTEN PASSPORTS

The International Civil Aviation Organisation (ICAO) has set a deadline of the 24th November, 2015 for globally phasing out of all non-Machine Readable Passports (MRPs). From the 25th November, 2015 onwards, foreign Governments may deny Visa or entry to any person travelling on a non-Machine Readable Passport.

The Government of India has been issuing Machine Readable Passports since 2001. The Passports, however, issued before 2001 and particularly those issued during mid 1990s with a validity of 20 years will fall in the category of non-MRPs. All handwritten passports with pasted photographs are also considered non-MRPs.

By the end of November 2014, it is estimated that there are approximately 2.86 lakh handwritten passports in circulation. Approximately 6 crore Indian hold valid passports.

Indian citizens residing in India and abroad and holding such passports with validity beyond the 24th November, 2015 are advised to apply for re-issue of their passports well before the deadline in order to avoid any inconvenience in obtaining valid visa or international travel.

(ii) PASSPORTS VALID FOR LESS THAN SIX MONTHS

Many international travellers may not realise that having an unexpired passport is sometimes not enough to obtain Visas or to enter certain foreign countries. Indian citizens travelling on Passports which may expire in less than six months should renew their passports before any upcoming international travel. It is especially important to check the passports needs of any minor who may be accompanying their parents as passports for minors have a shorter validity period (5 years) than passports for adults (10 years). The universal practice in vogue now is; "Once your passport crosses the nine-year mark, it is time to get new passport".

(iii) EXHAUSTION OF VISA PAGES

Some countries do not accept passports which may have fewer than two pages remaining. Please check your passport to ensure that you have enough visa pages. There is no provision of additional booklets/pages and you will be required to apply reissuance of passport following standard procedures. Frequent travellers may opt for Jumbo Passport containing 64 pages.

2. All Passport Issuing Authorities have instituted a simple and fast-track procedure for renewal of passports. For more details related to passport services, website – www.passportindia.gov.in - or the National Call Centre (1800-258-1800 - Toll Free) may be accessed. Indian citizens living abroad should visit the website of respective Indian Mission/Post.

Grievance Redressal Mechanism for Passport Services

Under the Passport Seva Project (PSP), the Ministry has put in place a citizen-friendly, strengthened Grievance Redressal System to ensure quick redressal of public grievances. Ministry of External Affairs further liberalizes Police Verification procedure for passport issuance and launches a Mobile App to cut delays in submission of Police Verification Report

Police Verification (PV) has been an integral part of Passport issuance process since its inception. The modalities of police verification have undergone various changes from time to time, whereas the principles have remained the same i.e., ascertaining the applicant’s identity, citizenship and absence of criminal antecedents. Under the Passport Seva Project, the Ministry of External Affairs has streamlined Police Verification System for passport issuance by digitally integrating 685 of 731 Police Districts in the country. This has led to overall reduction in the number of days taken to complete police verification process to 34 days in 2015, as against 42 days in 2014 and 49 days in 2013.

2. In order to further improve and liberalize Police Verification procedure for passport issuance, the Government has decided that henceforth normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the format of Annexure-I will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees, subject to successful online validation of Aadhaar number. In addition, EPIC and PAN card may also be validated, if required, from the respective databases.

3. In addition to the above, Ministry has also launched mPassport Police App for speedy submission of Police Verification Report(PVR). The App would facilitate the field level verification officers to directly capture the PV report into the system digitally. With the launch of this App, the need to download and print the physical Personal Particulars Form and questionnaire would no longer be required resulting in paperless end-to-end digital flow of the PV process, further reducing the time required for completion of PVR, within the desired time limit of 21 days.

4. The issuance of passports and travel documents is the most visible citizen-centric service rendered by the Ministry of External Affairs. During the year 2015, 1.20 crore passport and related services were rendered by Passport Offices in India and the Indian Missions/Posts abroad. There is an increase of 21% over 2014 in the number of services rendered. As on 31st December 2015, approximately 6.33 crores Indians held valid passports.

PRESS NOTE

 Five Day Appointment Window for Citizen’s Convenience

The applicants for passport related services have to fill-up their personal particulars online, pay requisite fee and schedule appointment through Passport Seva system before they physically visit a Passport Seva Kendra (PSK) for further processing of their application. Currently, the appointment is assigned by the Passport Seva system based on its availability and on First-In-First-Out (FIFO) basis.

2. To further facilitate the applicants, the Ministry has implemented a solution, whereby applicants can book their appointment as per their choice. The new provision would allow applicants to choose any appointment date from the earliest five available dates (working days), while scheduling /rescheduling an appointment for Passport related services.

3. To avail the facility, applicants may fill-up their personal particulars online and click on “Pay and Schedule Appointment link”. After the selection of payment mode either through debit/credit card/netbanking or through challan mode, an applicants will be redirected to Appointment screen. They may choose any of their preferred PSK under the jurisdiction of the respective Regional Passport Office (RPO). At the next step, an applicant will be redirected to Pay and Book Appointment Screen allowing them to choose a date from the displayed Calendar. The Calendar will highlight latest five days available for the selected PSK as depicted below:
